POST /cat721/collection/deploy — deploy your program's collection on the OP_CAT Layer.

Deploying a collection is a one-time operation per program. It establishes the on-chain covenant under which all your badges will be minted. Your operator key, reward policy, and tier configuration are baked into the deployment.
